normal;">2016年，烟台正式施行“两证合一”，原本是为了统一不动产登记，但由于各种原因造成的不动产登记问题也成为了全社会关注焦点。</p><p style="margin-bottom: 15px;white-space: normal;">许多老小区因不动产登记无法办理导致的房产买卖、适龄儿童入学等历史遗留问题成为很多人的痛点。而这些问题中，区证如何办理不动产证，是最受老百姓关注的。</p></section><section style="text-align: center;margin-top: 10px;margin-bottom: 10px;line-height: 0;"><section normal;">去年10月份，烟台市自然资源和规划局领导介绍，继2019-2021年化解了500多个“办证难”住宅小区后，2023年来累计又有300多个符合化解范围的问题项目启动不动产登记。</p><p style="margin-bottom: 15px;white-space: normal;">同时从去年开始，烟台也启动了不动产证“区证”换“市证”的相关工作，从试点开始全面推进，全面解决老烟台人办证的历史遗留问题。</p><p style="margin-bottom: 15px;white-space: normal;">近日，芝罘区住建局嘉宾做客《民生热线》节目时，有市民询问，<strong>“区证换市证工作有新进展吗”</strong>，对此相关领导表示，芝罘区现已全面铺开不动产证区证换市证。</p></section><section style="text-align: center;justify-content: center;display: flex;flex-flow: row style="margin-bottom: 15px;white-space: normal;">过去烟台存在各种办证难现象，其中有一种就是涉及集体土地等类型，依据国家、省、市关于不动产登记的相关规定，不得办理登记，不得通过不动产登记将违法用地合法化，也就是我们常说的“区证”问题。</p><p style="margin-bottom: 15px;white-space: normal;">2022年下半年，芝罘区前期对所有涉区证小区进行了摸排，争取省市主管部门的政策支持，并按照先易后难、先急后缓的原则，分小区、分街道逐步开展换证工作，争取“一揽子解决”。</p><p style="margin-bottom: 15px;white-space: normal;">为从根本上杜绝“办证难”新增问题，烟台市相关部门推出“交房即办证”，将取得竣工综合验收备案证明作为商品房交付的必要条件，切实从源头上防范新的矛盾和问题发生。</p></section><section style="text-align: center;margin-top: 10px;margin-bottom: 10px;line-height: 0;"><section
